Are self-recovery perks overtuned right now?

While I don't have any problems with Soulguard, No mither, Tenacity or Flip Flop (Seriously, those are fun perks to see, even as killer (maybe I'm weird though)).

The problematic ones are UnbreakaBill and Hex: UnbreabaBill (Unbreakable and Boon:Exponential)

Their recovery bonus is simply too big. Unbreakable allows for a one time pick up without any prerequisites or downsides (Unlike Souldguard, No mither or Boon:Exponential - which are always a gamble). 35% is quite big increase and very, VERY impactful. This single perk is already number one cause for most of the comebacks in Dead by Daylight. Nerfing it to 0/5/10 % would not affect how strong this perk is - as just like with BT or DS it's sole existance affects how killer plays, no matter if it's in the trial or not.

Boon:Exponential While the boon mechanics in general are a bit broken at the moment, the simple increase of 100%, ability to recover by yourself infinite amount of times and using just one perk slot out of 16 of survivor pool is way, way too strong. Unless the general boon mechanics are changed I would nerf this effect to current unbreakable which is 25/30/35 %.
