How to repeat: Link your steam and epic account. Done, skins are Cheryl's Alessa Guillespie, Pulcinella's Clown, Executioner's The Corrupted.
They are only available on epic. I haven't read anywhere that these outfits would be a bonus for linking account, so i think this is a bug.
