Ruthless Killer With Double Pip

So i thought after the grade reset im going for the "Tools of the Trade - Achieve a merciless victory 5 times in a public match with only 3 universal perks equipped." achievment.
Now i just finished a game with 4 kills, 2 pips, 32k+ and so on but only get Ruthless Killer? Is there something bugged with the pip system again?

The tally screen often has visual bugs. When you're back in the lobby you should be able to see if you actually got 2 pips. You should also receive progress toward the achievement. Although, sometimes it takes a while to update.

It just took really long to show the progress.
