Any culture as long as it's an interesting character.
I think we need more creatures/monsters in general.
Lycanthrope/Werewolf, Vampire, Gargoyle, etc etc.
Maybe something focused in Europe or Native American folklore/mythology.

I would be super, super careful with trying to tap other cultures as inspiration for Killers. That is a minefield of offended people waiting to happen.

Dude, I think you are way too hung up on the Japanese thing. There is a common habit to forget that Asia is much more than 3 countries. We are not just talking horror movies here. We are talking about cultural folklore and spooky tales. If you were at all well read on the dark and mysterious, you would know that India and Russia take the cake in that category. Not horror movies, but scary figures and tales.
Let's be honest here, Middle East, Northern Europe and Eastern Europe are a massive wealth of untapped horror icons as well.
Yes, Japanese pop culture is popular, and mostly misunderstood by people outside of Japan. Does not mean you keep going to the same well.

People should know what ######### up things happens in the world. The satanist cults, cannibalism, killing for sexual purposes (not only for #########) Turning their bodies into soap and cookies, selling humans (also kids) I think people should be aware of it for their own safety.

Native american lore has some of the creepiest ######### so I would say to go that direction. Plus native american culture rarely gets any representation in main stream media so it'd be nice.

Inuit culture has a monster called the Tupilaq. A recent example was seen in the TV series 'The Terror', which featured a huge Polar bear-like creature known as Tuunbaq.
No idea how this culture would fit into DBD but the prospect of a killer who can summon a vengeful giant Polar bear monster sounds pretty cool to me.
