PC - Can't see cloaked Wraith at any distance

Since the artist release update, I can't see the Wraith while cloaked at all, even when he's moving within the distance his shimmer is supposed to be visible. I CAN hear him snarling and know he's around me though, and I am able to track him with audio and I can still blind and burn him albeit at great difficulty. It's pretty game breaking for me whenever I face a Wraith in ranked.
I have encountered this in multiple public matches and this persists when testing with a friend in a custom game. My graphics settings are usually on Low at 80% resolution but graphics doesn't matter as I can't see him in any setting.
Here are the logs after jumping into a custom game with a friend as Wraith where I still couldn't see the killer.
