4 man swf with 1 cheater, only one punished?

I ran into a SWF earlier today with a very obvious crossplay cheater + 3 other players who had lots of hours. In the chat after game, they claimed they didn't know the crossplay person and laughed at me for saying he was a cheater since "console players can't be cheaters. I have over 6000 hours and have never received a ban. No one cheated." The very next match and then later in the day I ran into the same 4 players playing together. What a coincidence. Curious if a group of friends can just keep cheating every match with one throwaway account and avoid punishment.
