Dead Hard doesnt work and needs a buff

I equipped dead hard over an hour ago but im still soft and my partner is very disappointed, please advise

i thought about it but then i would be hard anyway once rigamortis kicked in so im wondering whats the point of the perk

Hopefully in the next update, this perk receives some needed buffs.
