Let's talk about the balance of one thing without also talking about the balance of another, unrelated thing.
CoH balance does not impact NOED. NOED balance does not impact CoH.
CoH is a problem, but I'm willing to see how the nerf works out.
NOED needs a rework, as it's an annoying perk that leads to bad habits - but right now disabling Boil Over until the literal 'you can't hook me now' map areas are removed should be the immediate priority.
