Clown's yellow bottle
I think it would be safe for BHVR to make Clowns yellow bottle only affects himself. There is no reason for a killer's power to benefit the survivor, and counter itself at the same time.

The developers already talked about this. When his new bottle was released. To entice survivors to go where the Clown wants them to go.
In my opinion, if we really wanted to make Clown oppressive: Combine both effects of bottles into one. The gas slows survivors and speeds up Clown. One bottle. One cloud. No switching.

I can see why they would want the yellow gas to be slightly harder to use than the pink gas since it effectively speeds the Clown up the same amount the pink gas slows survivors down. So if the Clown could hypothetically just easily speed himself up at a moments notice he'd always do that instead of trying to slow the survivor down.
That being said, the fact that the yellow gas takes a couple of seconds to become active after it's thrown already makes it hard to use in a chase unless you're fairly far from the target or happen to be at certain types of loops or pallet drops. Basically if you're within say 15 meters of the survivor you're probably better off using the pink gas most of the time simply because of that time delay.
So I'm not sure why, in addition to the time delay, they feel the gas also needs to help survivors in it. The only thing I can think is maybe when they were testing it internally they thought it was too powerful without that extra bit of helping survivors? Either way it's clearly intentional because there are even Rift challenges that involved speeding up survivors with yellow gas, so it's not accidental it works that way.

Their explanation of the yellow bottle's uses made zero sense. Why would I want to speed up survivors to corral them to weaker areas when I could just slow them down at any area? It's literally counterintuitive.

It honestly doesn't matter.
Survivors should never get the speed boost without getting hit in the process.
You choose where the yellow gas goes and you have to be in it to recieve the boost. If the survivors can ever be in it without you being there to instantly smack them then what are you doing?

Always an awkward when you find out you've been looping a pallet for a minute all by yourself.
It's always just hoping they actually ran away and aren't laughing at you from behind a tree somewhere
