Xbox - unable to wiggle off shoulder after being dropped once dur

This has happened twice now.
During EGC I went down vs bubba, he picked me up and I got 75% wiggle and he dropped me. Next time I was picked up my wiggle bar reached 100%, and I was not dropped. I was hooked instead. I am using the new toggle feature for wiggles. I don’t know if this is a cheat or a glitch, but both times the killer took advantage.
