I can't report bugs for some reason. Why?

This is basically a bug report for the forums. I want to report a gameplay bug for the cannibal but the "New Report" button doesn't show. I know I can make posts because I'm making one right now. Do you need to have a certain amount of badges to make a report?|

Edit: I can't do anything under the "FEEDBACK & BUG REPORTS" Section, however the "discussions" section works fine. I was going to move this to "Forum Feedback" but I can't.
