Filler Pallets

I get some pallets being extremely save, such as god pallet etc, but why are nearly all filler pallets on most maps just as safe? There isn't even the potential to catch up even with BL3, removing any chance to mind game at them at all, just kick the pallet and if you are survivor just throw it down and wait until they kick it. I don't get it, there is literally no interaction between survivors and killers at these pallets, it's just simon says kick this pallet. Seriously why are nearly all filler pallets just god pallets?

Pallets that are inbetween main tiles, such as jungle gyms and the shack, a filler pallet (that's just what I call them) are just a lone pallet not part of a primary tile.
