Are most hexes underrated ?
Hexes are a powerful tool in killers kit which can be different. Most of the time on high ranks survivors don't cleanse cause of anti boon/hex builts. But then you think of particular perks like noed and devour hope. That's cause they're the most used but other forgotten perks can be gamechanging or even op (some #########) . What are your fought on those perks?

Third Seal is probably the most underrated since it bites solo players in the neck pretty hard.
I personally have a tendency to run Devour Hope. If it's a team that is going to knock over all the totems, they'll get it but if it's a team that just doesn't wanna do anything but generators then I can usually start using my one shots. They can turn the tide. Sometimes.

Not really.
While they can be strong, the rng nature of them makes them very unreliable at best and people would rather have reliable tools that are weaker than stronger ones that aren't. Not to mention there are still hex perks that are hardly worth the risk of losing in the first place.

Most hexes aren't good perks even if you removed them from being a hex.
Third Seal is purely a soloque stomper but does absolutely nothing against a SWF group.
Lullaby even before the nerf where it had synergy with the doctor was never good because most non new survivors don't miss skill checks often. Even the distorted ones.
Meanwhile ones that do do something often require other hexes to do anything such as Haunted Ground/Retribution/Thrill.
Trap/Hex defence hexes don't do anything without another hex to make survivors even go after the totem and none of them should be hexes to begin with as it makes them self defeating(Minus Haunted Grounds/Undying for an obvious reasons).

Nah most are pretty appropriately rated. Problem is that most hex perks are imo too strong or too weak. I think the only hex perk that I think is well balanced is devour hope. It's very strong but hard to activate and get value out of

It's a slippery slope when talking about Hexes...
They all have power... but it's how they get their power that's different.... some have to be Cleansed to take effect while others need to stay up for them to work
Juggling the two is the hard part... With Boons being a thing it makes it guess worthy as to what happens with Hexes
