Brand New Part Not Working??

I tried using a Brand New Part and after hitting both skill checks the generator didn't progress to 25%. However it did progress faster and used the toolbox charges on top of using the Brand New Part. I don't know if this goes for all Brand New Parts currently, but I used a Festive Toolbox with a Brand New Part and Socket Swivels while playing as Jonah Vasquez.

My BNPs are not working correctly either. Either one of my skill checks works and one doesn't, or neither work correctly.
