Would Like a Dev Verdict Please
This is to settle a dispute. Does a survivor bleeding out until they die count as a win condition for the killer the same way sacrifices and moris do?
The foundational killer gameplay taught in the tutorial is hit, carry, and hook survivors. If a new player didn't understand how to hook survivors, or couldn't find down survivors, it doesn't seem likely that the game would want them to move up in progress with a win.
Survivors are still in the game in the dying state and can evade being sacrificed or mori'd. This makes the timer seem more like a countdown to hook a survivor than an instant-win condition for killers.
It was said on a Dev stream a while ago that a kill is a kill, but it doesn't really seem like a survivor bleeding out without being hooked is the same thing as a sacrifice or mori.
The dispute I'm having with another player is that hooking is a part of the game, and avoiding it doesn't grant a win with the entity. Their take is that there is no point to hooking a survivor, since a bleed out is a win, and by doing so they can avoid any perks that would help the survivor during the carry and hook process.
What would the Devs' verdict be in the case of "Sluggers vs. Bleeders?"

There is no "win" condition. We as a community have settled on 0-1K = survivor win, 2k = even match, 3-4k = Killer win, but this has no reflection in game mechanics or anything else. Of course it also feels good to have a 3 or 4k as the killer, better then a 2k, but you shouldn't strife for it every match unless you are willing to sweat the thickest of sweat droplets.
That being said, for the purpose of MMR a bleedout doesn't raise or lower your personal MMR, as well as having no effect on the survivors. Its essentially like a hatch escape, ie a zero sum game. The only events that let your MMR go up or down are individual kills (via hook or mori) or escapes, and the game counts every survivor as a seperate game, with the caveat that the first kill counts fully and subsequent kills factor in less and less, as a 4K becomes more likely the more survivors bite the bullet.
Lastly, some people seem to be a bit obsessed with their MMR score and how to raise it. Higher MMR doesnt make you cooler, as you can't show the number to other players and brag about it, higher MMR just means that you will get tougher games against tougher opponents. So don't feel bad that you didn't get a 3-4k a few games in a row.

Well, tough luck waiting for a Dev to response here ^^ I guess they are busy with other stuff. You just can't always get an answer from the highest order, but here in the forums are a lot of knowledable people. This must suffice, I think, otherwise your dispute will never be settled.
Maybe you could ask @MandyTalk ? I guess she would probably just confirm what I said (I hope that I got nothing wrong :P) and she is one of the official spokesperson of BHVR on this forum. But she is no Dev, either. *shrugs*

Iirc mandy said slugging and bleedout was allowed during the boilover fiasco when it was broken and someone was complaining about being slugged

It depends on what you consider a "win"
Do you care more about the invisible number that is used to pair you with players that a have a similar number to yours (MMR), or do you care about the Grade system, which represent how much the Entity was satisfied with your work, or do you care about the bloodpoints?
If you care about the first one, I don't think there is a difference between a Sacrifice (death on the hook) and a death by bleeding out.
If you care about the second one, these screenshots are self-explanatory
If you care about bloodpoints, hooking a survivor gives you point, while having them die on the ground doesn't
There's the 4th, secret option: "I won if I had fun" and in that case it's completely subjective and I can't tell you how to live your life as long as you don't hurt other people in the process :)
