Fearmonger deserves a little bit more credit
Ever since Fearmonger/Mindbreaker got buffed to last for the entirety of a generator, it's gotten a lot better. Not too much better, but still an improvement.
The blindness will hold information from them, so if someone gets downed while they're on a gen, they will have to get off for 5 seconds to see where the downed survivor was. With people being exhausted the entire duration, there will no longer be people sprint bursting away as you approach a gen. Furthermore, if you chase them off a gen, it's very unlikely that they'll be able to use Dead Hard for the span of that chase. Unless they can find a point where they can walk for 5 sec and get it back.
Now I'm not saying it's the most useful, many people would argue that the utility isn't good enough for 1/4th of your precious perk slots, and I mostly agree.
But let's imagine all the newer players, who might only own 1, 2, or even 0 DLCs. Fearmonger is definitely one of the better perks in their repertoire that they could take to a trial.

I feel fearmonger does HELP sprint burst more than harm them.

I'm just gonna say the ability to force survivors to lose like 10m of distance as a killer without a movement ability, particularly early game so ruin may still stand, or risk having their dead hard completely negated is massive. Also it shuts of Sprint Burst, too, or forces them to walk between gens for 35 seconds.
The issue comes from not being able to guarantee all 4 survivors have an exhaustion perk, but when you get value you get a lot of it. If there was more room in my build (aka I didn't love points to much) I'd use it a lot more than I do.

That could be the case, but 5 whole seconds of exhaustion is a far cry from the 99ing exhaustion strat. There are some exceptions, like if they get a high wall tile and can get away with walking mindgames, but they still run the risk of getting hit if they walk that much.

I don't really know how the community rates fearmonger but for me it definitely isn't a good perk. Exhaustion for 8 secs isn't enough. It can help stealth based killers in indoor maps but that's it. Also the blindness, while isn't useless, isn't what i call an effect that has a good effect. I feel like that they should just raise the exhaustion by 2 sec or just rework it.

Yeah it definitely can't compare to the current killer meta, but I'd argue it's in the top 3 for free killer perks. It would be appreciated if it got a few more seconds to its effects.

I disagree. Because fearmonger also prevents you from recovering sprint burst while on a generator. Yes it's true that it's beneficial if you are recovered to have an easy way to 99 percent a sprint burst, but the reality is that if you use your sprint burst you cannot recover at all while on a generator. This immobolizes a sprint burst user, and it may encourage them to not do generators, which is surprisingly pretty good slow down.

Whenever I played againts this perk nowdays, It doesn't effect me much at all. Funny thing is, I dislike the blindness effect more than the exhaustion because as a solo Survivor, Kindred is a must.
The exhaustion effect is still meh.

Also seeing how many DH's each match I play... I'm debating on using it

If i see the perk i make sure to not work on gens but to bully the killer and in 8 of 10 games the most killers give up chase on me and tbh it buffs me since they use the perk to keep me off the gen so i make them chase me and tbh if every good survivor would do that killer mains will probably cry about it that survivors way to op and they need to nerf them yeah pretty sure this perk harms more the killer then it does survivors...

I hate it as a survivor, but I would never consider running it as killer.

That's pretty much how I feel. My builds have precious space. But Fearmonger isn't an inherently bad perk, just can't compete with the others.
