Then...there would be absolutely no need for unbreakable, tenacity does more things than unbreakable, give tenacity the one thing unbreakable had over it and BAM, unbreakable now a F tier perk

Ok 1 more (at least on the killer side) and I'm done:
Monstrous Shrine:
Buff the perk to - Survivors have 3 less escape attempts, and sacrifice progresses 25% faster when hooked in the basement.
Explanation - 25% of 2 mins is 30 seconds = subtracting 15 seconds from each hook phase, so 45 seconds per hook phase total, adding in the fact that unless the survivors bring in Slippery Meat, they'll have to be rescued by their teammates... This makes being hooked in the basement a much more dire situation than current Monstrous Shrine.
Sometime after Hag came out the devs doubled the hook time from 1 min to 2 meaning survivors used to only have 30 seconds per hook phase, And current monstrous Shrine was designed with these the old timings in mind but was still underwhelming even back then. This suggestion is a sort of middle ground between how hooking used to be in the early days of the game, and how it is now, while only applying to the basement hooks, and finally giving Monstrous Shrine the buff it needs to be a threat that creates urgency for the survivor team.

I love trail of torment on twins especially paired with opression. but i dont want it to be too opressive. i think making it every twenty seconds would be good. mabye 30
Edit: i change my mind. it would be fun to kick a gen mid chase to surprise a survivor. the meta is stale so why not

Dead hard. When you do your dash you're hindered and unable to vault/pallet for 3 seconds, but the killer suffers a longer recovery if they swung at the dead hard.

I was thinking that balanced would no longer be an exhaustion perk and would only be used to reduce stagger. If you want old balanced, bring sprint burst along with it! Mine would have to be removing either the aura reading regarding Mettle of Man because three protection hits on top of being seen when healed is annoying. That or you'd have your aura seen until you go down but with the upside of taking three hits. The stagger reduction only balanced seems like the more BaLaNcEd rework, though.

I don't think it needs a cooldown, since the gen already turns yellow indicating the killer went undetectable. They just need to touch the gen.

You know what would be fun? If it could activate when any gate switch is more than 75%/85%/90% open (not sure about the percentage). That would prevent the 99' stategy and require better timing for opening gates (do you 99 and risk BW or leave 75 and wait until no one is down to open the rest). But in this case I would make visible that the exits are locked from outside the exit area.
