My opinion upon making the game balanced
Killers aren't balanced at all in my opinion and most of the killers should have their abilities buffed. Here is some suggestions from me:
Huntress, make pulling hatchets out faster from hand, not lockers and buff her movement speed when she holds the hatchet
Billy, smaller stun when he bumps into walls
Doctor, faster travel speed of the shock therapy
Pig, traps when put on a survivor after all gens are done are automatically activated
Demogorgon, same with billy
Pyramid head, no steering limit with his ability
Bligt, remove curves and make blight bump off them and smaller hitboxes of the bumps
Nemesis, same was pyramid head, don't make the camera stuck in one place after the hit
Nurse, faster movement speed
Plague, faster increasing of the level of sickness on survivors
Maximum of 10 pallets per map, 1 god pallet on each map, 2 safe pallets, and 7 unsafe, slower gate opening time in general
If you're gonna be that typical guy "just get good lmao" or "just use corrupt lmao", don't answer pls cause your not helping tips aren't needed, ty :>

Huntress is fine.
That's not what Billy needs. We all know what he needs.
I'd be fine with faster Shock detonation for Doc.
That is not the buff Pig needs.
Demogorgon is fine, boring, but fine.
I don't main Pyramid Head, I'll leave that for someone who does.
Blight is fine except for some add-ons.
That's fine for Nemesis, more QoL than anything.
We do not need to buff Nurse.
Plague is fine, she infects quickly. You just need to land the vomit.
10 pallets on a map like Badham is great. 10 pallets on a map like Aazarov's is horrid. Things aren't that black and white, they are nuanced.
Gate speeds are fine.

Hillbilly needs functional Add-ons and Overheat removed.
That's a good Doctor buff.
Pig needs her RNG reduced.
Demogorgon doesn't need buffs, but I'd like for Rotten Pumpkin to be made basekit so you can control your Portals even more.
That's a nice QOL buff to PH.
Blight is fine, with the exception of a few Add-ons.
That's a nice QOL buff to Nemesis.
Nurse doesn't need buffs.
Plague doesn't need buffs.

Pyramid Head just needs his knife putting down animation to be faster, and missing with his M2 to take away a lot of his torment meter.

This just begs the questions though, how are you defining “balanced”? What are the actual specific measurable expectations you think killers in general should meet to be called balanced or underpowered or overpowered?
Ultimately the main thing the devs seem to look for is that in most matches someone lives and someone dies. They want everybody escaping and everybody getting killed to be the exceptions, not the rule. But with that assumption comes the implication that the gates are usually going to be open at the end. So if the killers you’re complaining about are all getting results where most of their matches have the gates open and 1-3 kills then that’s actually where the devs want them to be.

Nurse, Nemesis, Huntress, Blight, and Plague do not need buffs. Now Nemesis zombies could be made to be more reliable but that's it for him. Nurse and Blight made me chuckle. Plague needs no buff she is perfect outside the occasional spit no infection. if I was going to nitpick I would add a SMALL repair debuff when sick. Huntress is very balanced and can be very strong if you don't suck.
Doctor I also find balanced but I guess a small detonation buff would be fine.
Demo is fine.
Billy I'm not touching.
Pig - I would buff her ambush or crouching speed (Crouch like Ghostface). Your idea will not be good I promise you that will be abused and cause her to be nerfed in other areas instead of the problem area.
PH - I find him clunky and way to telegraphed. Wouldn't mind being able to PoTD faster or at least turn faster. I feel they over nerfed that area on release.
