Will community-made Rift cosmetics become avaliable in the future?

I don't know if it's been stated before whether or not community cosmetics would be able to be obtained after their respective Rifts closed or not. I know there may be issues with putting them in the store for purchase, I just hope that they can become avaliable in some way since I missed NSS Legion and it's been well over a year since it was initially released

Clown's Mr. Puddles and Feng's Demon Slayer are community outfits that were initially given out in a Rift, they both came to the store and could be bough only with Shards.
The same is going to happen to Legion's and Claudette's community outfits
