Three great perks to start with. No other survivor has a better 3 perks as basekit, imo.

William 'Bill' Overbeck
How are people not voting for Bill, he has two perks that are so good they effect the trial while not even being used (Unbreakable and Borrowed Time, most killers are usually cautious of these perks so they avoid slugging or wait 12 seconds after an unhook to hit the survivor). I'm not saying Meg isn't valid (I almost voted her), I'm just shocked at the lack of Bill love.
That's assuming we're talking about perks, Ace is clearly the best survivor in every single aspect aside from perks.

Ace has good stealth cosmetics, average sized character model and the most quiet grunts of pain in the game. Any survivor can equip any perk. When you do the math Ace is the best to play in the game.

I'm kind of confused on what "base game" means in this context, base game as in original / non-licensed? Base game as in which survivor is best from the ones you're given at base for free? Base game as in how good they are "at base" considering cosmetics and audio without teachables?
I just picked Meg anyway. I'll stand by the fact that she is one of if not the only survivor on the entire roster that has fantastic perks across the board: all 3 of her teachables are highly valuable and useful both independently, and with plenty of opportunities for synergy. Sprint burst fits perfect in most chase oriented builds, Adrenaline is great in sustain builds that keep you healed as often as possible in a match, Quick and Quiet is a vital perk to have in aggressive stealth builds, and each of these can stand on their own legs independently in any other build. Most every other survivor has at least 1 bad / niche / circumstantial / mediocre-at-best perk.

All these Meg fans don't know what they're talking about.
Borrowed Time and Unbreakable are two of the strongest and most valuable meta perks in the game.
David King comes in a close second for Dead Hard as a prime meta perk - and We're Gonna Live Forever is nice for the extra BP.
Dwight is super strong with Leader and Prove Thyself turning the game into a much more fast paced Trial by causing much greater pressure and momentum against the killer during teamwork.
Feng's Lithe and Engineer perks are fantastic, especially for newer players.
Nea is especially noob friendly with Balanced Landing acting as an easy out on most maps - and Urban Evasion is extremely good for noobs who are not proficient with stealth.
Jake Park has Iron Will, one of the best perks in the game inside and outside of chase.
Meg has Sprint Burst - which is alright, although tricky for noobs and has questionable reliability at higher ranks. And she has Adrenaline - which is very powerful, but again - its a dead perk until end game, which may not contribute any value to your trial in any way.
