Please change how you view "Balance"
In this forum all I see is "this game is survivor sided." or "nerf Dead hard!" or "killers only camp/tunnel".
As if the balance in this game is as simple as Survivor vs. Killer.
You all know this is a 4v1 game. It is not a game where each team can be a mirror of each other like LoL or Overwatch or a sports game. It just can't. But most posts on here act as if this is a game with 2 sides.
I am a streamer with over 5000 hours in the game. I have close to 50 percent played time on killer and close to 50 percent played time on survivor. I only play solo queue for survivor, and I refuse to play Blight, Nurse or Spirit with their best addons.
Why? Because if you play a PvP game, and you choose the side which is obviously overpowered, it is not fun (to me).
The point of this post is that there are four groups which need to be considered when thinking about balance:
1) Solo queue: at high MMR every game is a killer getting the first hook and hard camping the first hook and nearest gens and hard tunneling that player until death. That is the current best strategy. It is so boring. Every game. So, so boring. The reason why killers are doing this? Because if they play "fair" and go for chases, and actually play well they are punished with fewer kills. To fix solo queue this problem must be addressed.
2) SWF: not much needs to be said. Super OP. Either bring solo queue up to SWF, or nerf SWF. No other options.
3) low-mid tier killers: they have to play in the way described above if they play survivors who actually know how to play. It has been the death of the skill of this game (chases). Every game has been equally skilless and boring due to this. Give more reward for chases and less reward for the above playstyle. Isn't it obvious?
4) top tier killers: I don't see Spirit much these days so I can't comment, but Nurse (broken after her bug fix patch...predictable) and Blight are too strong when they use their best addons. It is too rewarding, especially against solo queue players. No one "side" should be able to decide they will just win that round simply by choosing a character which is overpowered.
Please. Have better discussions about the balance of this game, and start here.

We have. The problem is bhvr says its to much work and have shown it with the map reworks but not changing the map layouts. They even sometimes mde it worse for killers. (the game and buffing eyre of crows)
They are clueless and refuse to listen to anyone but themselves.

Well u must be a 5000 hours Roblox streamer then, cause if u think that u can win a match by chosing a killer u are wrong, both sides have incredible broken things, survs can bring 4 bnps and make the killer game miserable, and killer can use omega blink nurse tunneling the first people out of game with 5 gens, blight and nurse are the only 2 viable killer against a good swf, as YOU said, low killer needs to tunel, and camp... So why are u complaining about killer that don't? When I'm playing nurse and I'm under control of the match I try to make all the 12 hooks, but if I'm playing trapper I usually don't have this controll if I can't take someone out of the game earlyer, the solution is not nerfing blight or spirit (nurse is actually busted I do agree), is making other killer more viable and removing perks that hurt low tier killer even more, such as coh, a nurse can lead with that... But what about a ghost face or a trapper?

I feel like we are speaking about different things. The core gameplay has deteriorated to its end point.
The best strategy for a low-tier killer right now is to hard camp/tunnel the first hook. Even more of a problem, however, is that strategy is still the best when you are playing a top-tier killer too.
You mention that you deliberately go for 12 hooks. That's admirable. I do, too. It's more fun and challenging. But it is not the "best" way to play killer. Since the nurse bug-fix patch which amazingly buffed her, every killer has been a nurse or Blight with the strongest addons and playing in that way.
When the best strategy is also the easiest, that becomes a problem. Isn't that why Freddy was nerfed? Too easy for too high a reward.
When I play killer I don't want to have to decide between doing something skilless and being rewarded for it with 4ks more often, or consistently winning chases but not being rewarded because the generators are too fast for the killer to play that way and still win against equally skilled opponents.
So, I guess my biggest concern about this game right now is that the entire gameplay loop has devolved into a skilless, boring game of find the first player every game and camp/tunnel them to death.
I am not blaming killer players.
I am not blaming survivor players.
Both are just doing what will give them the best chance to escape, get a 4k or whatever.
The devs need to recognize how badly the balance of this game has devolved. Until they bring all four groups (SWF, top tier killers, low tier killers, solo queue) closer in balance, everyone will continue to be happy with game balance.
