New Killer: The Confectionist "Gregory Tudor" (Ice Cream Man 1995)
Backstory
In a 1950s American suburb, young Gregory Tudor witnesses his local ice cream man, known as the "Ice Cream King," getting murdered in a drive-by shooting. In the present, Gregory has taken over the "King's" business, calling himself the Ice Cream Prince, and using the man's truck and ice cream parlor. Unbeknownst to the public, Gregory is putting gruesome ingredients in his ice cream such as insects, blood, and body parts, and is using the dilapidated ice cream parlor as a sort of laboratory in which he produces his concoctions.
One night, Gregory kills a dog belonging to Nurse Wharton—his landlord and one of the orderlies who treated him for his childhood trauma. The same night, Roger, a boy from the neighborhood, goes missing. The other children, having witnessed Gregory's creepy personality, suspect him of kidnapping Roger, but the police and Nurse Wharton do not. The kids, Johnny, Heather, and Tuna, agree to gang up and search for Roger themselves. Soon after, another boy known as Small Paul disappears.
The kids are initially unable to prove that Gregory is dangerous, and the police persist in not believing them. Gregory has recurring flashbacks to his abusive treatment at the Wishing Well Sanatorium, and obsessively idolizes the Ice Cream King, visiting the man's grave at odd hours of the night. As the kids dig deeper, it is revealed that Gregory really did kidnap Roger and Small Paul, and is keeping them in a cage at the ice cream parlor. However, Small Paul shows a macabre interest in Gregory's experiments, and so Gregory takes him under his wing.
Two detectives investigate the Wishing Well, which turns out to be an unregulated free-for-all; the unstable patients roam freely and cause chaos, while the doctors and administrators are insane themselves. The police now believe the children regarding Gregory's craziness, and prepare to search for Roger and Small Paul at the ice cream parlor. When Gregory kidnaps Tuna, Heather enlists the help of Tuna's older brother Jacob to investigate the parlor, but Jacob is killed by Gregory, who also kills Jacob's girlfriend and frightens Heather and Johnny into running around the property. Gregory outsmarts the two cops and knocks them unconscious. By holding a photo of the Ice Cream King over his face, Small Paul causes Gregory to walk into a trap that pulls him into the main ice cream mixer, where Gregory is dismembered by the razor-sharp mixing blade.
Roger and Tuna are reunited with their friends, who mention that Small Paul has been sent to therapy. A closing shot shows Small Paul sitting alone in a darkened room, silently churning a bucket of ice cream, his face twisted into an evil leer just like Gregory's.

Gain 4% haste.
II Quarts
Allows you to instantly put one of any survivor in the dying state with the Ice Cream Pail. (Lose all progression)
III Quarts
Every survivor becomes exposed, your movement speed is reduced to 4.4m/s. (Lose all progression after putting 4 survivors in the dying state)
IIII Quarts
Every survivor becomes exposed, your movement speed is reduced to 4.2m/s, allows you to kill any survivor in the dying state. (Lose all progression after killing one survivor)
IIII Quarts Kill Animation
The survivor is on the ground in the dying state, the killer is above the survivor on his knees. Shove ice cream down their throat and make them choke on it. Suffocating and killing them.

Ultra Rare: Waffle Head Allows you to instantly kill a healthy or injured survivor holding any item at IIII Quarts. Slows down Quart progression by 25%.
Ultra Rare: Bonemeal Soft Serve Grounded up bones in very dense vanilla ice cream. At II Quarts, put any survivor in the dying state with the Ice Cream Pail without losing any progression. Sets the maximum quarts at II.
Very Rare: Rocky Ball Ice Cream Made with chopped nuts and eyeballs, your abilities progression speeds up the closer you are to a Deep Freezer with a survivor inside.
Very Rare: Blood Stained Sugar This special ingredient makes for a cohesive and tasty ice cream, it also makes deep freezers sticky. Makes the time to open a Deep Freezer 30 seconds.
Rare: Cherry Syrup Does this cherry syrup taste coppery to you? For each injured survivor, gain a 1.25x multiplier in Quart progression.
Uncommon: Nut Chopper Passively gain 0.4 Quart Progression every second.
Uncommon: Broken Equipment A small broken vent inside of the freezers. Survivors freeze 9% faster in Deep Freezers.
Uncommon: Ice Cream King Idol Replaces two more hooks with Deep Freezers.

Weapon Description:
I have never seen what he is actually using in the movie to decapitate people, it almost looks like a sword, but he cant have a sword because he's an Ice Cream man, please leave a comment if you know or think you know what he's using.
Normal Mori Description:
He uses his blade, thing, to decapitate the survivor, then uses their head as a puppet, using their muscles to move their jaw up and down. (This would be the first Mori where the killer actually says something in English)

You can influence others into doing your work, 4 hooks are replaced with scourge hooks. When a survivor is hooked, they become the obsession. After a survivor is turned into the obsession, they reveal other survivors auras within 8/10/12 meters of themselves.
Hex: Idol
You look up to a person greater than you. When the Hex is active, gain a 25%/35%/45% speed boost in hooking and breaking generators. If the Hex is cleansed, gain a 20%+ haste status effect and the aura of the survivor who cleansed the totem is exposed for 10/20/30 seconds.
