If you're having ping of that number on a regular basis it's either that you're very far away from a server, or you do not have a stable connection on your internet.
{and with UK to Australia for example the ping is around 320, I would definitely look into your internet as being a factor}

I think 1100 is the limit, I've never seen higher and the few occasions I've seen it it remained stable for far too long on that nice round number for being a real ping

I've seen several times players with a ping in the 100ms going to 1080ms whenever I was chasing them. (And going back to the 100ms when they were far away.)
I can't believe even 150ms is allowed. It's just unplayable.

Ping spikes happen, it often happens to me as well and it's as ######### as it sounds
Now if it's ALWAYS, ONLY during chases that's a little bit suspicious, but I don't suppose you're constantly checking their ping while you're not in chase with them
150 is still playable, you simply stutter here and there
200+ is oof, you can't even vault windows or walk straight most of the time

It's not playable for the killer chasing you (and I don't know from the other side as we don't see the killer's ping in game)
How many times I follow a survivor and he is suddenly 20 meters away on my left. Cheaters, yes, but so easy for these stains to do as long as the server allows it.
In a game, I already have problem with survivors having more than 80ms ping. Maybe players should be grouped by ping range. No reason to ruin an otherwise good match by having some stuttering/teleporting players.

Not everyone is hooked up to the ISP station with optic fiber entering directly into their router, remember that :)
And stuttering/teleporting like you describe it needs higher ping than 150

I'm "only" having some kind of vdsl and I'm generally at 32ms. Optic isn't available here yet.
But your point is valid, some ISP infrastructures are dated or bad. (I've heard horror stories about people living far from the cities. e.g. in the "middle" of the USA or in the campaigns of France.)
