    because it's simply a false statement, that's why. As far as i know only the last patches are "buffing" (even this it's debatable since stalking killers will have their stalking range nerfed) killers (2 low tier killers buffed and the people still whining about them despite their buffs were still on ptb), but even in the case you were right about the nerfs on survivors, i would say that those nerfs were tiny and not too much problematic, while certain killer that were touched were completely destroyed (deathslinger and billy for example) and other killers were nerfed because muh statistics (the pig and the twins)

    Only real way is to essentially put perks at a mediocre level (and addons) with a positive and negative to control any strong perks. ex: Long cooldowns or some other limiting factor. ect ect. This way the perks aren't carrying the game and people but gameplay is. But yah balance is impossible for this game but controlling the pace is and what "type of meta" develops can be. What I've seems its mostly the one side trying to out arm the other side. I play both sides and can tell the reason people run what they do since each side is at a "perk war"

    Of course my opinion but its pretty sound id say.
