Surge In Subtle "Hacking"?

Anyone else getting a surge in these people that play with like 10 perks, for example, having Up The Ante effect all survivors, yet no one is running it?

I have returned after a hiatus to the game a couple weeks ago, and in doing so I have noticed a seemingly out of nowhere uprising in players that have these... "hacks".

I'm not just saying that because I'm mad at the game or anything either, just curious to see if anyone is experiencing the same issue.

Really odd, I would bump into them occasionally before, but now it's very very common to see. Did something change? Easy Anti Cheat or something like that, did anything get altered? Or is it just a coincidence? Leaning towards option two.
