What are they doing with Boon: Circle of healing

They are really destroying the perk circle of healing by nerfing it to the ground tier 1 right now is going to be better than tier 3 when the update launches that is not helping the problem with boons there just making it not meta and worse what next is it going to be like self care? Instead of lowering the healing rate they should give the perk a cooldown for 2 min after it gets snuffed or making the radius smaller by 16m.
