I don't see any difference in wiggling and i was still able to see hooks nearby as killer when carrying Kate who was using it.
Is it broken?

    No it's just useless. Boil Over means that your character only Physically wiggles more, which is supposed to make it harder for the killer to walk. Having teammates block for you can help, but In My Opinion, it's still useless
