Haddonfield bathrooms

Why were they all closed off? The houses on Springwood have dead end rooms in them so I don't see why we couldn't have them on Haddonfield. Also I'm pretty sure that totems can still spawn in these bathrooms, even though they are inaccessible fir survivors :(
