Should Franks Mixtape also give Legion additional vault speed?

It's something that is pretty unique to the Legion and fits well with the idea of Frank's speeding things up when in Frenzy. I think this would be good because even after it receiving Julie's mixtapes effects, for a very-rare add-on it's still underwhelming and I feel this could be a really cool effect to add onto it without increasing the Legions strength by any drastic amount.
