Movement Stuttering

I decided to hop on for the first time in months to try out some of the new Killer changes and immediately came across an issue where while I was chasing a survivor, my movement would suddenly stutter and cause me to stop moving for a second. I ignored it the first time, but then it happened about 10+ more times and became increasingly frustrating.
I was playing on PS4 as Ghostface on The Game.

I've been getting this movement stuttering as both survivor and killer. It happens quite often and it is annoying.
