Twins slowed and can't use power

Step 1 : Boot the game
Step 2 : Play as Charlotte and Victor
Step 3 : Switch to controlling Victor
Step 4 : Lag spike happens that freezes the game momentarily
Step 5 : After the lag spike, Charlotte's vision is darkened, she moves slower, cannot switch to Victor or interact with anything (i.e. generators)
