What is the difference between submitting a cosmetic concept on the forum and the cosmetic contest?

I can't participate in the cosmetic contest because my country is not included in the list. ("The Contest is open to participants residing in the territories stated on the respective Contest Page, excluding North Korea, Russia, Sudan, and Syria, who have reached the age of majority in their province/territory of residence or older at the time of their participation. The Contest is void where prohibited or restricted by law.")

On the forum there is a possibility to share cosmetics ideas, If I am not mistaken these ideas can get picked by the company.

If so and the company can choose someone's work, what's the difference? Doesn’t that contradict the quote above that says something about the law?

Last year I participated in a Korean game cosmetics contest, the list was open to all.

I still don't understand the reason as to why we can't participate; We are just submitting a art work.

We do not pick the ideas from the forums at all with regards to the cosmetics. The competition is only open to the Countries that we have listed on the competition and the only way to enter the competition is through the links in the tweets.

The reason that it's limited is because it's a competition and the laws surrounding competitions.
