Can anyone tell me exactly what does this mean? Is it an adjective or only the name of the perk? An expression...?

    In the UK we have a term of phrase where if someone is 'Dead hard' they are considered to be somebody you wouldn't want to mess with, a 'Tough guy' so to speak.
