Prestige system question

At the stream it was said that we will get a reward for those who are had been 3rd prestige already.

Also it was mentioned that those who decided to not prestige killers will get the prestige they theoretically could got(basing on perks and lvls).

So there is the question: will i get a reward for the character who wasn't p3'ed, but with the new system will became p3? Example: i have blight with p3 and clown with all perks and 300+ lvls i got by lvling him up, but this clown is 0 prestige, i decided to not do this. Will they (blight and clown) get the same reward as p3'ed character?

    To be honest, I don't know. I just hope that BHVR is clear and concise on this topic because it can end up feeling like a scam. It reminds me of the Clash Royale "slash royale" event where they unintentionally deceived their players.
