Streetwise Buff Idea - Counter Franklin's

With the upcoming perk changes, I've been taking a closer look at some of the lesser used perks and Streetwise definitely jumped out at me. I see a few older posts about buffing percentages and stuff for Streetwise, since hardly anyone ever uses it, but how about giving it another effect that basically counters Franklin's?

Being "streetwise", one should definitely know where their stuff is at all times and have the means to protect what's theirs. I'm not sure if this should be limited to the perkholder only or if this protection should also be applied to nearby survivors as well.

Thoughts?
