Prestige & perks question

With the announcement of a Prestige rework I have a question in regards to perks I've already unlocked.

In terms of killers I used and like, I have already prestige 3 and unlocked the teachable perks from other killers. The Killers I have unlocked the teachables on are not Prestiged at all.

Will the update lock the perks again until those characters are prestiged?

While not exactly the same thing I noticed a similar occurrence when Bill was introduced on console and unbreakable was removed from all my Prestige 3 survivors.
