Would it be better/easier to just implement survivor/killer meta into the game as the base?

Make exhaustion perks into running modifiers and remove bloodlust. Survivors now have "stamina bar". You can use "Sprint burst" but it uses big chunk of stamina. Normal running also uses up stamina. The more you run in the chase the slower you get. Stamina recharges when you standstill, walk, crouch or crawl.

Tying killer objective to survivor objective. The bigger the difference between amount of hooks and gens the faster/slower the gen progression is. (I would still prefer reworking gen repair mechanic into finding parts in junkyards and then working on a gen for 10s.)

Make certain perks be granted for free if situation requires it. For example NOED, you dont need it when you are winning, you need it when you are losing. If all gens are finished and killer didnt get 4 hooks in this match they get NOED for free. Example 2 Unbreakable: If you have been bleeding out for a minute you get to pick yourself up with deep wound status.

Introduce majority of perks into the base of the game, alternatively merge similar perks together. There is too many perks to choose from some of them are not worth running because of how situational they are. Recovering while crawling should be base, perks like tenacity should be removed and other perks should have "+X% to crawling speed". Perks like "No one left behind" is never run and will never be run even if you buffed so that you healed everyone to full in 0.1s its should simply be in the base game.

I feel like luck should also increase perception. The higher your luck percentage you can see gens/totems easier. So they are more visible the closer you are to them.

Now that hatch mechanic is pointless. Make it so that it still spawns when there is only one person remaining, but its closed from the get go and survivor can find a key on the map/or use the key if they have one.
