Blast Mine + Repressed Alliance Bug

Recently it has come to my attention that the perk combo Blast Mine and Repressed Alliance doesn't work anymore. Before the prompt for Blast Mine would replace Repressed Alliance's prompt, but now as you will see in the screenshots I'll provide, both prompts appear on screen and cause both perks to activate at the same time (which can be seen on the second picture, showing how the timers for both perks started). I'm not sure what exactly is causing this.
