T3 perks that aren't always better than their T1 or T2 versions

Leaving aside comments that "Dead man's switch/Deadlock blocks Ruin regression and kicking gens, so sometimes you want it to end sooner!" which is ultimately too niche a situation to take seriously

has anyone else noticed that Make Your Choice is arguably stronger at T1 than T3?

Unlike other perks, which get better in all (or almost all) situations when you rank them up, Make Your Choice gets a sidegrade, with every rank increasing both the duration and the cooldown, both being 40 seconds at T1 and 60 at T3. For anyone thinking about making a dedicated Make Your Choice build, on a high-mobility M1 killer such as Nurse or Wraith, you can very consistently down the rescuer in under 40 seconds (okay, Nurse can, maybe not Wraith)

And in such cases, increasing the exposed duration doesn't matter, while increasing the cooldown actively makes your build worse, hence you'd want T1 Make Your Choice.

Are there any other perks that have a downside (such as cooldown) actually increase when the perk tier increases, or is MYC the only one?

(and I'm not mad, Make Your Choice proxy-camp Nurse sounds boring to play and horrible to play against, I just think the CD should be 60 seconds at all tiers)
