"From The Deep" Achievement Bugged- Xbox Series X

Is this achievement bugged for anyone else on Xbox? Or do only locker grabs by Dredge of survivors already in the lockers count? I have 5 locker grabs by killers other than Dredge since their release and I have 0% progress on the achievement.
