[Dredge] Trying to teleport before progress bar full incurs cooldown.

Steps

  1. Activate Dredge’s power
  2. Click to teleport to a locker before the progress bar has fully readied up to allow for teleporting
  3. Cooldown triggers and auto-cancels the skill
