[Dredge] Bug or intended? Locker teleport selects locked + Cluster counts as single locker

Steps
- Survivor locks one of the two lockers in a cluster (two right beside each other)
- Dredge teleports to the cluster
- Cannot pick which of the two to go to, will always select the locked one
- Additionally happens even when neither are locked and will randomly pick instead, despite being two different lockers
Is this a bug or not? If it is not a bug, I would argue this is bad design in both examples. In the case a cluster is single locked, only a single lock is needed because it will force Dredge to the locked locker, regardless of aim. In the case they are not locked, you still cannot pick which one to go to, which does affect chase times even if slightly, as one locker will be closer than the other to a specific desired target location.
