I know that in theory it looks nerfed and maybe it is a little but I think people underestimate how long one second is. This perk is still going to be a third health state when used properly.

There are a lot of times where you are one second away from making or not making a pallet or a window. Running Dead Hard? Congrats you get a third health state and/or make a pallet you otherwise wouldn’t have. It’s also even easier for dummies to use because now they won’t dead hard into walls. Well unless they speed boost from being hit into walls instead…

It also still has the massive advantage over the other exhaustion perks: You choose when to activate it.

I know what they were trying to do to keep one aspect of its design, but ultimately it’s still going to get used in scenarios where the killer has no counterplay and used for distance. It’s just going to be done differently.
