Jolt has an incorrect description.

This is constantly present for me, I have restarted the game and it is still like that.

    Same here, I doubt its 32% regression with no cooldown lol.

    Same. Looks like part of the updated description snuck in, but the numbers don't line up or something, because it doesn't mention the cooldown either.
