Math of how many perks needed to get P3 for the new update

Has anyone done the math of how many perks tiers is necessary? So when the new sistem arrives all your characters are P3 and all their perks are for everyone. Is it just 1 level per perk tier? Because after level 40 you can get up to 2 perks per Bloodweb
