From a balancing stand point wouldn't it be more efficient to release the Killer overpowered rather than weak.
It's a lot easier to nerf an overpower Killer according to feedback to get the perfect balance (or at least a decent balance in dbd's case) than trying to buff a weak Killer and falling into the seesaw situation.
The Legion right now is an example of a see-saw situation. It's difficult to buff them without having the see-saw accidentally tip from underpowered to overpower

No, its not a solution to release a killer under or overpowered.
I really hate the up and downs and how companies abuse this strategy to sell skins of the "recent op killer".The legion is in a difficult situation because his design is flawed if you ask me. He basically has no real counterplay at all besides genrush.
