When to prestige characters
I'm in the process of prestige 3 characters. Wondering when does the information for the switchover takes place. Should I have it all done on the day the update comes out (because it will switch over at that moment) or is it copied over from a different date/time?

It really doesn't matter all you get is a pee animation on the picture it goes live in a couple weeks.

I don't really think I have the desire to P6 the characters for the bloody cosmetics, and I'll always get more add ons, although most of the time I play with either no addons or really crappy ones. So I value the cosmetics more than the addons and toolboxes

I'm not sure what you mean by "copied", but the new prestige system will be out with the mid-chapter update. I wanna guess it's coming in a dozen of days, as it's been almost three weeks since the PTB.
If you care about bloody cosmetic and you don't mind losing perks/items/addons, prestige now.

meant sort of like for how the PTB doesn't take when you have at that instant, but they copy over from a set time.

Live servers are different. PTB copy from a certain date, while live servers will keep your current progress.

Maybe I am missing something, but unless you simply stop putting any BP into a character, you're going to get to at least P6 as a matter of course, and it probably won't take that long.
I can see absolutely no good reason to prestige right now. Unless you are a total completionist who wants the cosmetics on character you have no intention of ever using again.

I mean the same could be said for P3, and that itself took way too long, just making big gains now because other people are still putting on flans, some are presumably trying to do the same thing

I don't think P3 took long at all, the only real deterrent was that the first two trips through were just sunk cost, since you lost everything. And that for me just wasn't worth it.
Time wise, P3 is pretty negligible. I don't know how much you play, but for me I think that if I were to guess how many what level my most played characters would be at if it weren't capped at 50, I'd say probably something like 600-700. That may sound like an outrageous number, but you actually burn through those levels pretty quick, especially 1-30ish.
For your most played characters, P6 is gonna happen pretty organically. I mean, there's no choice anymore, really.
If you P3 now, again it's a bunch of sunk cost for rewards you'll end up with anyway.
