New killer will be Wesker the mastermind from RE Resistance or Wesker the acrobat from RE5.
In the teaser of the new chapter, there are many details pointing to the gameplay of the mastermind from RE Resistance. Switching cameras, control panel, Nemesis attacking Surv on the monitor. All this may be a reference to the above game.

a dbd killer who worked like a resistance mastermind could be interesting...but I'm picturing frantically spawning 50 zombies at a gen being worked on who then all get stuck on the same bush

Wesker was never in REsistance and that game is not canon sadly. But also it's a very bad idea. It'd be the same thing that happened with Nemesis. Why not just play REsistance then ya know? A game better made for that since it was made completely around that. With Nemesis, why not play as Nemesis in REsistance? He is much more fun in that game then he is in DBD. DBD's is just a watered down REsistance Nemesis with his whole weird zombie stuff. It couldn't compete with REsistance. That game already did it amazingly well. You can't beat a game that was made completely around that style. Also for anyone who hasn't tried out REsistance, it's amazing.
It will most likely be Wesker from Code Veronica/RE4/RE5. The speedy version.

It came out during the Anniversary, if I remember correctly. Just a Teaser basically saying we're getting another RE Chapter.
