Do levels reset when the new system goes live?
If I have a character at no prestige, level 50, and with 121 perks unlocked, will they be prestige 2 level 50 after the new system goes live?

They don't reset. Bloodweb levels stay where they were at the moment of the update. It's Prestige levels that are being touched.
If you are P0 level 50 with 170 perks - you will be P3 level 50. If you are P3 level 35 - you will be P9 level 35. And so on.
The only thing is that now you won't be able to Prestige at level 50 without touching any items on it (like you can do now). You'll have to fully clear out your level 50 first and then you'll get to forced prestiging option, which will cost 20k.
At least that's the way it was on PTB, but I don't think they would change any of it at live.

do you also happen to know what happened with perk-nodes in these bloodwebs that were already given to the character via the new system?

My guess is all active bloodwebs are reset.

Perks in bloodweb just update automatically, without changing content of the bloodweb otherwise. I checked it while playing around with Prestiging mechanic on PTB - my Onryo had her clean level 50 bloodweb with Lightborn being one of the perks there. So I went and upped my Wraith from P2-50 to P3, unlocking all his perks at Tier 3, and that Lightborn from Onryo's bloodweb just changed to Thrill of the Hunt, not changing that bloodweb in any other way.

Ah that’s good to know, especially as it apparently changes on the fly when unlocking the perks in another way!
