Why do killers not have individual stats that are adjusted for balance?

So this is something I had wondered about however with the recent patch it seems like a good point to make.

With current balancing, they either do a sweeping buff / nerf. Changing swing timers, recovery time, pallet/gen kick time.

Why don't the killers all have their own stats to be adjusted? Sort of like how some killers move slower. Making it so weaker killers with less chase and anti loop do things like break pallets and stuff faster or have shorter swing recovery but keep killers like a nurse and such higher to be more punishing if they are just spamming and using their anti loop wildly to go for hits.

I could see the argument for how it makes things more consistent for survivors knowing the timing on everything no matter the killer they go against but given how blatantly stronger a small group of killers is compared to the rest would survivors really mind having to deal with various timers across killers if it meant things like nurse and such could be toned down and weaker killers like Myers and stuff could be brought up so you are not fighting the same 2 or 3 killers 99% of the time in high MMR?
